अनलाइन कारोबारका चुनौती

भुटानको शेयर बजार संग तुलना गर्ने हो भने, नेपालको शेयर बजारले निकै ठुलो फड्को मारेकै हो। एकै वर्ष बाट सुरु भएको रोयल सेक्युरिटीज एक्सचेन्ज अफ भुटान र नेपाल स्टक एक्सचेन्जलाई आज मुल्यांकन गर्ने हो भने आकास पातालको अन्तर देख्न सकिन्छ। ३ दिन मात्र कारोबार हुने भुटान, औलामा गन्न सकिने ब्रोकर हाउस र सीमितमात्र सुचिकृत कम्पनि भन्दा हामी निकै अगाडी छौं। यद्दपी संसारकै एक गनिने स्टक एक्सचेन्ज – बमबई स्टक एक्सचेन्जलाई हेर्ने हो भने चै फेरी हामी निकै पिछाडी नै देखिन्छौं। १९९५ देखीनै अनलाईन प्रणालीमा प्रवेश गरिसकेको बम्बाई स्टक  एक्सचेन्जको अगाडी हामी निकै पछी छौं। न हामीले त्यहाँ बाट कुनै पाठ सिक्न सक्यौं न अलग पहिचाननै बनाउन सक्यौं।
कहिले ’जुवा घर’ अनि कहिले ’नेप्सेको विकल्प’ भनेर उल्टो आरोप खेपीरहनु परेको यस स्टक एक्सचेन्जलाई न नेतृत्वले बुझे, न कसैले गम्भीरताका साथ् लिएस अर्थ मन्त्रालयले महत्व त दिएका थिएनन नै, शैक्षिक संस्थाहरुले पनि ’वित्तीय’ लाई बैंक भनेर मात्र चिनाए। फलस्वरूपस स्टक कारोबारलाई सकारत्मक दृस्टीले हेर्ने नजर वास्तवमै कम रह्यो।
फड्को मार्ने क्रममा डिम्याट हुँदै आस्बा हुँदै अनलाइन आस्बा सम्म आफ्नै गतिमा शेयर बजार हिडी रह्यो। अनलाइन कारोबार पनि भर्खर एउटा ठुलो होहल्ला बीच सुरु गरियो। सुरु गरिएकै दिन, नेप्सेको साइट डाउन भएर अर्को प्रश्न चिन्ह उठ्यो पनि। ढिलो चाडो अब शेयर कारोबार हुने निश्चित छ। अनलाइन प्रणाली बाट सोझै बैंक खाता जडीत हुने भएको हुनाले यसले शेयर कारोबारमा सहजता ल्याउने निश्चित सरह छस यद्दपी अनलाइन शेयर कारोबार चुनौती बिहिन चै अवस्य छैन।
पहिलो जटिल समस्या भनेको शेयर कारोबारबारे नै अनविज्ञ नेपाली समाजलाई अनलाइन शेयर कारोबार कसरी गर्ने भनेर सिकाउनु नै हो। काठमाडौँ बाहिर बेला बखत गरिने मेला र कार्यक्रम भन्दा पनि शैक्षिक संस्थाबाट अगाडी बढदा यसको प्र्भाकारिता केही हुने थियो। अहिले पनि मेरो शेयर प्रणाली प्रयोग नगरेर, सोझै बैंक गई आस्बा भर्ने परम्परा उत्तिकै छस जसको प्रमुख कारण भनेको यसलाई प्रयोग गर्ने विधि बारे अस्पस्टतानै हो। दोश्रो समस्याको रुपमा पाईरेटस को डर रहन जान्छ – अनि नेपाल जस्तो मुलुकमा एउटा सानो पाईरेसी हुँदा त्यसको नकारात्मक प्रभाब उत्तिकै रहन जान्छ। फेरी नेपालमा सूचना प्रविधि को अवस्था गत वर्ष भएको स्विफ्ट  ह्याक र बेला बखत हुने एटिम चोरीले पुस्टि पारेकै छ। अनलाइन कारोबार संचालन हुँदा यस प्रकार को घटना बाट सजगता अपनाउनु एउटा महत्वपूर्ण चुनाती रहन जान्छ।
माथिल्लो तामाकोशी जलविद्युत्को प्राथमिक शेयर आवेदन खोल्ने दिन मेरोशेयरको ट्राफिक भारी भएर सर्भर डाउन भएको अवस्थाले हाम्रो इन्टरनेटको अवस्था पनि सोहि अनुरुप झल्काउँछ।  कुन तह सम्म को कारोबार धान्न सक्छ भन्ने विषय महत्वपूर्ण रहन जान्छ।  अन्य मुलुकहरुमा संचालनमा आईसकेको यस प्रकारको अनलाइन कारोबारमा देखिने प्रमुख समस्या आवेदनमा ढिलाई होस जुन नेपालमा नदोहोरिएला भन्न सकिन्न। यदि आवेदकले समयमा आफ्नो आवेदन दिन पाएन भने उसको कारोबार नहुने सम्भावना बढी रहन जान्छस जसले गर्दा आवेदकलाई अतिआवस्यक कारोबार गर्नु पर्ने अवस्थामा पुरानो विधिनै उचित लाग्ने हुन सक्छ, र अनलाइन प्रणालीमा विश्वास घट्ने सम्भावना उत्तिकै रहन जान्छ। यस समस्यालाई अहिले बम्बाई स्टक एक्सचेन्ज देखी अन्य विभिन्न मुलुकका शेयर कारोबार गर्ने इकाईले गम्भीरताका साथ् लिएको देखिन्छस जसमा नेप्से सुरु देखीनै सजग हुन आवस्यक रहन्छ। कारोबार गर्ने क्रममा कहिले काहीं आफै आफ्नो डीम्याट खाता बाट शेयर हराउने अर्को चुनौती पूर्ण विषय नेप्सेले आगामी दिनमा सामना गर्नु पर्ने देखिन्छ। हुन त यी प्रकृतिका समस्या घट्ने भनेको सफ्टवेर बगले गर्दा होस तर संसार भर सताई रहेको यो समस्यालाई नेप्सेले समयमै महत्वका साथ् हेर्न आवस्यक रहन्छ। आवेदन गर्दा होल्डमा रहने शेयर, बिक्रि नभएको खण्डमा तुरुन्त रिलिज हुनु पर्ने हुन्छस अन्यथा आवेदकको शेयर डिम्याट खाता बाट काटिने र बिक्रि नहुने समस्या आई पर्ने देखिन्छ।
नेप्सेले झेल्नु पर्ने अर्को सम्भावित समस्या भनेको ब्रोकर कमिसन र ट्याक्स दरको अस्पस्टतास जहाँ लगानीकर्ताले कति रकम कमिसन र कति ट्याक्स भनि छुट्याउन नसक्ने भुमरीलाई सहनु पर्ने हुन्छ। यस कारण पनिस ट्याक्स र ब्रोकर कमिसनको फाँटलाई पारदर्शी रुपमा सुरु बाटनै प्रस्तुत गर्न आवस्यक रहन्छ। प्राथमिक शेयर मात्र जम्मा गरेका लगानीकर्ताले पनि रहरले अनलाइन प्रणाली बाट बिक्रि गर्ने सम्भावना उत्तिकै रहन्छ, र त्यस्तो कारोबार शेयरमा लाग्ने कर, शूल्क, दस्तुर तथा अन्य प्रणालीगत शूल्कहरु कट्टा गर्दा कति प्राप्त गर्ने हुन् भनेर सुरुमै उल्लेखीत भएको खण्डमा पारदर्शिता झल्किने थियो। उल्लेखित शर्तमा राखिएको एक शर्त सिस्टम अर्थात् प्रणालीमा आएको समस्याले गर्दा लगानीकर्तालाई कुनै नोक्सानी भएमा त्यसको जिम्मेवारी लगानीकर्ताले लिनु पर्ने शर्तले केही समय सताउने देखिन्छस सिस्टममा समस्या आउँदा रद्द हुनु पर्ने, या लगानीकर्तालाई मर्का नहुने गरी कारोबार हुनु पर्ने होस र यस शर्तले अनलाइन कारोबार कुन हद सम्म सुरक्षित र विस्वासिलो रहने भन्ने निधो समेत गर्दछ। सम्भावित समस्या कै चर्चा गर्दा, कति दिन को ब्याकप् राख्ने अर्को प्रमुख चुनौतीको रुपमा रहन्छ। कारोबार ब्रोकरको मार्फत हुने भएको हुनाले, नेप्से र ब्रोकर – दुवैले आफ्नो कारोबार को ब्याकअप प्रसस्त मात्रामा राख्न सक्नु पर्ने हुन्छ। अनलाईन प्रणाली बाट कारोबार काठमाडौँबाट मात्र नभएर संसारभर बाट हुने भएको हुनालेस पछी गुनासो गर्ने को संख्या निकै रहन सक्छ, र यस कारणले गर्दा पनि ब्याकअप प्रसस्त मात्रामा राख्न अनिवार्य रहन्छ।
अनलाइन शेयर कारोबार सुरु भएपछि अब शेयर कारोबार काठमाडौँ लगायत देशका ठुला सहरहरुमै मात्र सिमित नरहने स्पस्ट देख्न सकिन्छस अब ताप्लेजुंग को हांगपांग देखी रोल्पा र जुम्ला सम्मका सर्वसाधारणले शेयर खरिद बिक्रि गर्न सक्नेछनस र सो संगै जोडिएको अपेक्षा पनि सोहि अनुरुप रहन्छ। एक दुर्गम भेगको लाई शेयर कारोबारमा पहुँच को अपेक्षा र सुगम भेगको लाई बजार विस्तारको अपेक्षा। यसकारण पनि नेप्सेले यी दुवै अपेक्षालाई मध्यनजर गर्न आवस्यक देखिन्छ। सर्वप्रथम त,  वित्तीय साक्षरता सोहि अनुपातमा आवस्यक रहेको बुझ्न सकिन्छस जस अन्तरगत जुन प्रकारले सबै स्थानीय तहमा बैंकको पहुँच सम्भव भयोस सोहि प्रक्रिया बाट शेयर कारोबारलाई सम्भव तुल्याउन आवस्यक रहन्छ। त्यस पश्चात मात्र यसको रुची ग्रामिण भेगकालाई पनि हुने छ।
नेपाल स्टक एक्स्चेजले मक ट्रेडिंगबाट परिक्षण गरेर सुरु गरेको प्रणाली भएता पनि, सुरुवाती दिनमा विभिन्न समस्या देखा पर्नेनै छन। यद्दपी यो आफैंमा एक कोशे ढुंगा होस समस्या त सुरुमा अपेक्षित नै होस तर यी समस्यालाई एक अवसरको रुपमा लिन सकेमा नेपालकै शेयर बजारको काया पलट हुने थियो। शेयर बजार विस्तार हुँदा, लगानीकर्ता मात्र नभई देशकै अर्थतन्त्रमा केहि सुधार निश्चित हुने थियो। अनलाइन प्रणालीको सुरुवाती समस्या, बिस्तारै हल हुँदै जाने निश्चित छ, तर ब्रोकर को पहुँच अझै पनि नेपालको सम्पूर्ण भेगमा सम्भब देखिदैनस जसकारण प्राथमिक शेयर खरिद गरेता पनि बिक्रि गर्न अर्को चुनौती एक आम लगानीकर्ताले गर्नु पर्ने हुन्छ। अझै पनि लिलामी शेयर खरिद गर्न पाउने पहुँच काठमाडौँ बासीलाई मात्र छस यी लगायतको समस्यालाई जति सक्दो छिटो हल गर्दै जाँदा नेपालको शेयर बजार आफैंमा सक्षम र बलियो खम्बा भई अर्थतन्त्रलाई एक वरदान हुनेछ।

We know Mustang and Jumla are popular in apple. We know, Dhankuta has huge production of oranges and bel. We also know Lalbandi has been growing large number of tomatoes. Now, what we don't know is 'Quantity'. We don't know how much apple is grown in Jumla and Mustang, we don't know the number of oranges and bel grown in Dhankuta. Nor do we have any idea about the quantity of tomatoes grown in Lalbandi.

दशैं अर्थतन्त्र

खर्चले बाधिएको हाम्रो चाडबाड, आजको दिनमा मासु र नयाँ लुगामै मात्र सिमित चै अवस्य छैन। भेटघाटको अवसर, आशिष आदान प्रदान, यात्रा, छुट्टि र मुख्य त — एक ब्यापक खर्च गर्ने स्थानको रुपमा दशैं रहदै आएको छ। हुन त, पहिले देखी नै, पैसा नभए पनि ऋण लिएरै भए पनि दशैं मनाउनु पर्ने संस्कृति, ऋण लिएरै भए पनि एक जोर नयाँ लुगा र मासु किन्नै पर्ने परम्पराबाट हुर्किएका हामी नेपालीले जहाँ जस्तो सुकै अवस्थामा रही आएपनि खर्च गर्ने मामलामा आफुँलाइ एक कदम पनि पिछाडी नराखी खर्च गर्ने गर्छौ। अनि यहि प्रवृतिलाई मध्य नजर गर्दै, बिक्रेताले अर्को ठुलो लाभ प्राप्त गर्दछन — मासु ब्यापारी होस् या यातायात संचालकस बैंक तथा बित्य संस्था हुन् या गाडी बिक्रेता — कसैले मुद्दतीमा आकर्षण, कसैले ऋणमा आकर्षण दिएकै हुन्छनस अनि छुट को नाममा अर्को विशेष प्रचार गर्ने परम्परा त रह्यो नै। दशैं यदि खर्चिलो नहुँदो हो त, पर्खाई पनि यत्ति साह्रो हुदैन थियो होला।

Dashain – Prime Time for Music and Movies

What makes any festival so popular and so welcoming? Maybe, it is food, maybe there are drinks - but over the most - it is the social bonding that one would get to enjoy over the time. Back in late 90's there used to very few time slots, that Nepali Audiences would manage up their time to watch. सार्कमा नेपालको गम्भीरता, साफ खेलको आयोजना नेपालको लागी आफ्नै विषय होलानस विमस्टेकको यो लहर चलिरहेको समयमा सार्कको बहस गर्नु उचित पनि नरहला, तर विषय यहाँ सार्क र विमस्टेक भन्दा पनि यस प्रकारका संगठनबाट नेपालले के कस्तो लाभ लियो भन्ने कुरा मुल्यांकन गर्न आवस्यक रहन्छ। सार्कमा आफ्नो भूमिका निर्वाह गर्न नसकेको नेपालले भारतको सहयोग पाएरै बिमस्टेक आयोजना गर्न सक्षम रहेको तथ्य प्रस्ट्याईरहनु नपर्ला। ब्रेग्जीट जस्तो घटना घटीसकेको अवस्थामा कुनैपनि संघमा एक्वद्द्ता हुँदा, आफ्नो स्वार्थ सबैले हेर्नु पर्छ। के यस प्रकारको आवद्दताले हानी गर्दैछ या सहयोगनै दिरहेको हो भनेर मुल्यांकन गर्न आवस्यक रहन्छ।  जुन उदेश्यका साथ् यसको थालनी भएको थियो, त्यसमा हाम्रो अवस्था के कस्तो छ त? त्यो बुझ्न आवस्यक छ – चाहे त्यो सार्कमा होस् या बिमस्टेकमा। विगत देखी नै नेपालको प्रमुख समस्या बढ्दो मुल्यव्रिद्दी दर, आर्थिक व्रिद्दीदरमा अस्थिरता, बेरोजगारिता जसले युवा प्रवास हुने, भ्रस्टचार, राजनीतिक अस्थिरता, अस्थिर सरकार र लगानीको अभाव रही आएको हो। यी सबै परिसूचक एक आपसमा सम्बन्धितनै रही आको छ। बिमस्टेकमा आवद्द हुदैमा केहि हानी भएको नहोला, तर आवद्द हुनु अघी र अहिलेमा ती परिसूचकमा के कति सुधार आए, त्यो देखियो या देखिएन?
